Yes, locate it in the downpipe right after the turbo...though, that by itself
wouldn't cause all the problems you're having, assuming the installation is
correct, that's not a terrible location.

You sure its the right one, make sure its the black "dual temp" sensor, it
has two sensors inside it, one for the ingition ECU and one for the fuel.
Might be worth throwing in the original to make sure...that's why whenever I
do a conversion like this on a running car, I don't repalce any known working
items.
