No you won't have "much" heat if the thermostat is
stuck full open. That's what this sounds like to me.
1/4 on the temp. gauge is too low. Should be more to
the middle. If you car is running "cool" or the
ambient temps are low you should still be at 1/3
toward 1/2 (closer to the half) and with hot ambient
temps up to about 5/8 or slightly more on the gauge.
This is normal. With a stuck open thermo., the water
circulates through the engine so quickly, it never
really warms up. The engine will also not run as
efficiently if it's too cold.
