90 Quattro, no heat to floor

Hi All, me again with more questions.
I have been doing searches, digging through the archives but have not
found a solution mto this problem.  On my 1988 90 Quattro, I get heat to
the panel vents and defroster, but I cannot get air to flow out the lower
vents onto my feet.  I have the stereo out and can see the cable move on
the back of the airflow selector, so that does not seem to be the
problem.  When Floor is selected, I get Defroster.  In between Vent and
Floor I only get the panel vents.  Seems like I can hear a defroster flap
actuating when I select anything but Vent that diverts all the air to the
defroster vents.

I have the panel out that covers the entrails under the steering column,
but I can only see cable(s) going into the back of the ductwork.

Any suggestions?
