As recommended, you should just drill out the remaining bolt. use a
drill as large as the bolt + thread diameter, and the washer will stop
you from hitting the head itself. Then the bolt should come out easily
with the head off.
Try to minimize the spread of tiny bits of metal as you drill with drop
cloths over the rest of the head and maybe a magnet to pick up shavings.
