Shipping Airbags???

I am trying to get an airbag equipped steering wheel shipped to me and we
have run into problems ...

It seems to me that this should not be all that an unusual thing to do, but
noone seems to have BTDT.  Is there anyone here who knows what it takes to
get such a steering wheel shipped?  If it takes some sort of special
process, is there anyone near Chadds Ford, PA who has this qualification and
is willing to help me ship the wheel?
