No AC, A4 12V

Trying to help a frind out here:

So I drove it and did some initial diagnosis on it.  This is what I've gotten so far...

-Engine temp is not coming up (not sure if this could be related, but I figured I would throw it in as possible cause - maybe thermostat is not working which is tripping a fault in the A/C ECU somehow?)

-When I first drove it there was a loud "bang" from pass. foot well (sounded as if a flap was closing)
-All vents are operational
-The electric radiator fans do not come on with A/C in on position and car is parked (after 5 minutes still nothing)

Outside of that and what feels like a little brake warpage (at least it "feels" like that - vibration from front end when braking but no pedal pulsing)
