If it's acid flux it does.  Acid flux residue must also be removed to
prevent future corrosion.  I don't think you see much of it these days.
Rosin flux actually makes the metal dirty, but it also makes the surface
'sticky' for the solder to flow onto.  It does have a sort of
preventative cleaning effect, though, since it coats the copper it stops
it from oxidizing a bit when you heat it up to apply the solder.

No matter what, you get your fingers really grimy.
