I live in Santa Cruz and know the stretch well--and drive like a grandma on
for good reason on the few occasions I am on that stretch. It really looks
like a stretch of road that should be posted at 35 (at least) or more like
45 in most towns. As I understand it, despite neighborhood complaints
because there are (a few--not many) driveways, SCPD can't/won't write for
below 35mph because that is the 85th percentile speed.
Since you had shifted to fourth in a 4kq I would guess the 50 speed (or
faster) is in the ballpark. (*BAD* place to be speeding BTW, as you found
out--that area is a well known speed trap with SCPD motorcycle cops swarming
the area all the time.)
Where you're screwed in on the exhibition of speed. That's his judgment and
he can make that judgment based on any tire noise at all. I would do
everything possible (driver's school maybe?) to keep those points off my
record if I were you.
