AC wire to ISV ECU disconnected at factory!?

As
I posted before I found that on both my cars this wire disconnected at one pin
connector next to ISV ECU.  Both parts of connector wrapped up in red tape like
the resto of the loom.  It can not be coincidence.  I never actually paid
attention whether idle is raised when AC is on.  I checked it today with wire
still disconnected - no raise.  I connected the wire - idle is raised when AC is
on.
Why they did not connect the wire on both cars? It still bothers me.
