hradlights on v8 not turning on

I have a problem where my headlamp switch is not truning on the
headlights.  However, the lights work on certain occasions and not on
others.  When they do work  there is a strange click coming from the
fuse box / relay are that will turn on the lights.

any suggestions ?

tomorrow I'm going to change the 10 amp fuses for the low beam  - maybe
the fuses are the culprit.  Also could it be the  headlight switch -
but I just replaced it in February 2002.
