That may be legally true, but as a practical matter,
that may not be necessarily so.
In NH, I sold my car to my fiancee, so she could give it
to her kid. I just signed the title over to her. Since
she was working, the kid and I took it to the (Concord)
city hall clerk to get the paperwork started for a new title.
No questions about the signature. Again, maybe PA
requires title signatures to be notarized.
The best part was at the NH DMV. We went to the clerk
and handed her the paperwork. She says, "This needs to
be signed." So without hesitation, I too the paper, signed
her name right in front of the clerk, and handed it back.
Walked out with the new license plates about 2 minutes
later.
So, these things vary by state.
