Living in NH I allowed for the fact that most other states are a little
more restrictive about these things. Only recently did NH even start
doing titles on vehicles over 10 years old... it's been extended to 15.
And, at the same time, they have started requiring some sort of proof
that a vehicle actually exists to register it.
Used to be, all you needed was a scrawled note listing year, make,
model, and a VIN that was plausible, to get a set of plates.
If the signing over of the title ref'd above is what is required to be
notarized, it's gonna be tough to do from a distance.
