If, by "a lot of pedal effort", you mean that the pedal is hard to push
down, then this would sound like you have a faulty brake power booster. I
am not familiar with the 99 A6, but on older systems, the power booster is
controlled by a source of vacuum. When this vacuum is not present, then
you will not have any "power" assistance, so the brake pedal seems very
hard to push down. This is the same way the brake pedal would feel if you
did not have the engine running. If you have a hydraulic accumalator ball
on your brake system, then the ball unit may be faulty, as this is also
where the power assist is generated.
