Is the Cruise Control Servo/Regualtor Bad?

I took the vaccum hose off the Cruise control servo thing, and
contracted the diaphragm, put my finger over the end of the hose.  The
diaphragm held for 1 minute, till I took my finger off.  So that appears
to hold the diaphragm fine.

Have you checked the linkage that connects to the diaphragm? The
little
plastic doohickey on the linkage arm goes bad, and breaks, so the
diaphragm
doesn't contract anymore.
