Braking problems on 100CSQ 92

I have a 92 100CSQ that i have recently replaced all the pads and the
rotors since I thought the braking was a little sub par.  I haven't noticed
that much of a difference even though I am using Pagid pads with OE rotors.
I am begining to think that its the brake booster.  Has anyone had anything
along these lines happen to them?
