Braking problems on 100CSQ 92

I just had the vacuum hose replaced on my 92 100CSq. Symptoms that I had
were that the car didn't stop well at all no matter how hard you step on
the pedal. I couldn't even lock up the wheels to engage ABS. The pedal
was also rock hard.
Brought it to my mechanic and they found that a vacuum hose was broken.
The hose is supposedly tucked underneath the plastic engine cover.
Actually it's more like a pipe, it's made out of a hard plastic material.
PArt number on the pipe is 078 133 752 B
