Unless they sit for a few weeks with coolant sitting on the rings, in
which case (especially if the coolant isn't so great) the rings can get
totally rusted to the cylinder wall. You can usually break them loose
with some good penetrating oil, such as Kroil or JB-80, although you
can expect to have some ring seating problems. Perhaps it'll reseal if
the rusting isn't too severe, perhaps not.

Starters are not strong enough (usually?) to bend a rod. For that, the
engine must be running when it ingests water.
