According to my 1988 80/90 sales brochure, the fuel tank capacity of the
fwd models is 17.9 gals, the q's 18.5 gal.
13 sounds all wrong, even the fwd type 85's had 16 gallon tanks.

yup, the factory low beams won't even attract moths. The high beams
make nice low beams.
The solution is a set of european headlights. Unfortunately, this costs
a bit more than new bulbs, but is truly effective:

Adding fog/driving lights to solve the problem won;t get you a nice beam
spread, and will often blind or at least irritate oncoming traffic.
The factory fogs are a bit weird, I have a pair of new lenses (about $80
each) and they still send a lot of light upwards, not really right for
foglights.
