Mihnea,

I can't help you with the IC, but can't you use safety pins in place of the
latch?

That's what I use, granted for other reasons, but they work great, as long as
you're not worried about people opening you hood to steal/vandalize engine's
stuff.

I love being able to open the hood without open the car's door, but I don't
have the steal/vandalism problem.
