Need some advice (legal?) regarding car title

If he is in fact a registered dealer licensed by the state, nothing will
get quicker results than calling your local branch of DMV enforcement and
telling them your story (you bought a car from a dealer, and they didn't
provide a title at the time of sale, etc.)

The last thing anyone in this type of business wants is a governmental
agency on their back.
