It's one of the principle ingredients in gasoline, so I suspect it won't
affect any tank lining that might be left.
I cleaned out all the toluene from a the chemical "recycling" facility at
a university or two. All the chemicals not used or partially used are
stored by the institution at these sites, all you need is a Univ
researcher friend and you can go in and get whatever they have, gratis.
They're happy to get rid of the laboratory stuff.
