OK, I braved the cold and went to the garage ...  what I've been using
is "3M General Purpose Adhesive Cleaner", part number 051135-08984.

This will soften stuff that you can't touch otherwise.  Then, I've scraped
at it with a plastic spatula.  This will remove everything but the paint!
