weird window operation

Hey list,
  Here's the problem: sometimes when I first start my '86 5ktq the windows and
sunroof don't work. The switches don't even light up. Sometimes they start
working within a minute and sometimes it takes 20-30 minutes.It really stinks
when it's hot out and you can't put your windows down (especially with black
leather!). I think I recall something about a feature that allows the use of
the windows and sunroof once the car has been turned off....maybe that's
causing the problem? I have a new battery and alternator. The problem has been
there since I got the car (about a year and a half).
