As you say, the primary suspects are the switch itself and the wiper relay.
The switch is a pain to take out - and I'm gonna bet that one of those
other sleds in inventory uses the same wiper relay.
So, open up the 80's fuse box and pull the wiper relay (position #9).
Look in the 93 90Q for its relay (not sure if the fusebox is still the
same or not). If it is pretty similar (the same, or at least the same
pin ID #'s), try it in your 80. If it works, you need a new/good used
relay. If not, maybe it's the switch and it's time to pull the steering
wheel.
The lack of intermittent function makes me think it's not the motor
assembly - but it could be that, too.
