Not sure that this will help, but my `77 VW bus had the same problem.
I know, probably apples and oranges here, but it turned out that I'd knocked
a ground loose behind the dash when I installed the radio. The dash lights
are also all tapped into the same hot feed from the headlight switch, it's a
wire that jumps from one lamp to the next.
I knew that something was wrong ground-wise because the radio, tapped into
the hot feed near the headlight switch and the emergency flasher light, last
thing on the that wire, were both lit. Both of those circuits have grounds
that are independent from the instruments'.
The bus' instruments are mounted in a plastic housing. Metal plates on the
back of the housing hold the instruments, their circuitry and the dash
lamps; and the metal plates are grounded via a wire
If all of the lights in the dash are out, maybe the hot feed or a common
ground of some sort has been knocked loose or damaged somehow.
Or maybe a bad fuse that doesn't look blown?
