Or...  It reads 20 inches of vacuum (rather than psi) which isn't far from
normal at idle.

For what car?  It varies.  5 psig is a bit low for most turbo Audis but .5
bar (or about 7+ psig) is fairly high for a non-modified 10 valve I5.  The
20 valve I-5 should reach higher boost levels than that.

Are you _sure_ that you are reading the units correctly?  I suspect that
your gauge reads from -30 inches of vacuum through zero up to perhaps 20
psi of boost.
