That's because SCCA rules for Improved Touring dictate the largest wheel
diameter and width you can use in each class.  For the most part that
encompassed the largest wheels offered by the factory for the various cars
in the class.  One exception at the time when I was racing many moons ago,
and my memory may be getting a bit fuzzy on this, was the Porsche 944 where
SCCA rules required rims narrower than what the car came with stock.  The
wheel size limits are becoming a big issue in classes such as ITC where the
limits are 13x6.  There aren't exactly a lot of choices in 13" rims in the
market anymore.
