5ktq CIS problems > 13.8v at battery, only 9v at pump...

In the past week I have kinda given up on CIS and decided to just wait for my new fuel rail to get here so I can get this one on EFI and be done with it, but the person that was getting the rail for me had an emergency and had to go to Calif. for a few weeks and I really need the car by the 13th at the latest. So today I made myself a new rail like my old one, but used some better stuff to make it this time and its much nicer (and more compact arround the throttle body, it may actually clear!!). Thats another story though.
I decided to just give it one more chance on CIS today because I am out of acedaline so I can't braze the new rail together until monday or tuesday. I took the car arround the block after charging the once again dead battery (least of my concerns as to why or so I thought) and noticed that I can get 5.5bar of pressure just sitting still and idling, but if I step on the brake its down to 5.2bar, rad fans on and brake on puts me at 4.8bar. Ok voltage problem. Put a meter on the battery with car running and I get about 13.8, not the best but not the end of the world, then decided to put a meter on the pump and only got 9.2v WHILE THE CAR IS RUNNING!
Anybody have any idea what would cause a drop that bad in that circuit? I don't have the electrical bentley so I can't check a wire diagram, but I can only assume the pump is on its own circuit (then again it IS team doorhandle designed).
