No, the fuse holder on the fuel pump relay is not there for you to
"jump start" the fuel pump.  It's there to initiate an ECU code dump
procedure.  If removing the fuel pump relay and jumpering the socket
makes the fuel pump run, then you've ascertained that the fuel pump
and the wiring to it is good.  The remaining likelihood of the fuel
pump not working then, is either a bad fuel pump relay, or bad wiring
from the ECU to the fuel pump relay.
