You ask a lot of questions, but I'll try to answer them briefly.

Someone had already answered this, but I believe that the B4 series
cars have a fender flare that your B3 car lacks.  Depending on the offset
of the wheels you have, you either need to get narrower wheels, wheels
with slightly more offset, or modify your fenders.

What do you mean by "brakes are really hard"?  The wheel change should
have negligible effect on braking, unless those wheels you have are
*very* heavy.

There is no such thing as a free lunch.  You can gain top end power
by swapping to a higher performance cam, but you'll lose low RPM torque,
which will make the car less "nice" to drive around town.  Also, good
cams are not going to come cheap.

You don't "need" a waterpump when you do a lifter job, but since it
requires timing belt removal, it's a good time to just replace it
while you're in there.  Gives you peace of mind and save you another
round of shop labor cost if the water pump is to fail down the line.

The oxygen sensor is critical to correct engine performance, economy,
and emissions.  If it has never been replaced since the car was new,
it's probably living on borrowed time, or already bad.

Could be a number of things.  Don't expect the exhaut flow to be
perfectly smooth, though.  It won't be.

For anything that is not pre-formed, you can buy the hose stock at
your local auto parts store and have it cut to the required length.

What sort of play are you talking about?  Do you mean that the wheel
will turn freely for a few degrees even with the transmission in gear?
A bit of that is normal.  A worn rear differential will manifest itself
as gear whine noise, I think.

Try a local auto upholstery shop.
