Lambda (LCU) problem?

I've done everything in the Bentley and cannot figure out why the duty cycle
for the ISV wont go below 60%.  I'm looking for about 28% +/- 2 percent.   It
seems to be a long way off.   Can someone list the reasons for a constantly
high duty cycle for the ISV?
