Yep, but that number can't be directly decoded from the VIN. That's
number is the key number, and indicates to the locksmith how to cut the
key. In order to get it you need to take the car apart, aka, have the
car in your possession, and be able to open it. The dealer can look up
the key number for a particular car given the VIN number, but they
won't without proper documentation.
