Yes.

Amusingly enough, if your car is a standard, it comes with one by accident.
Open up the fuse box and locate the fuel pump relay. Remove it.
Nearby, there is a little brass "Z" sorta shaped thing that is a jumper
for the automatic transmission starter lockout relay. Pull it out and
put it into the fuel pump relay socket. the FP will now run
continuously until you remove it.
