storing hydraulic lifters

I just got a bag of lifters from the TPC and I was wondering if I need to totally submerge these things in oil? I know in the Bentley it says to store them up-side-down, but they come w/ some oil in the bag, and I was thinking maybe if I totally fill it w/ oil, it might reduce the time it takes to fill up w/ pressure when I end up starting the motor for the first time. Any thoughts much appreciated.
