engine block coolant drain plug

I have got a stopped up drain hole on a newly aquired `97 A6qa, 2.8 AFC v6
. When I took the drain plug out I was expecting a rush of coolant from
the engine block but nothing came out. I stuck a peice of wire up in the
hole and a black muckie ooz barely came out.
Things I have tried:
1) rigged up a way and tried to blow out the blockage with air(bike pump),
heard some gurgleing but block is still full or fluid.
2) sprayed some brake fluid cleaner up there
I am in the middle of a timing belt, water pump change, I am also changing
out the radiator, heater core, all hoses, and coolant pipes. The car has
100,000 miles. Some idiot had just water(probably tap water) in for coolant
and the inside of the hoses were coated with crusty barnacles.
Does anyone know if I took the cylinder head off that I would have access to
that drain plug and maybe clean it out from the top side? I just cant
figure this one out , any help or ideas will be greatly apprciated.
