'99 A6 2.8 sluggish when cold

The better half has the above beauty with auto trans. On cold start, even in warm weather and the trans in drive, you expect to accelerate but it hardly moves. When warmed up it is fine. The real problem is that we live about a 1/2 mile from Interstate 80 and our entrance ramp is inclined up. Is this car just without much torque on the low end or what? The Audi dealer's very experienced tech has had the throttle body off and cleaned, been on the phone to Audi technical support and no cure yet. Any ideas what is up? Thanks in a advance for your advice.
