CIS Cold start valve excitation?

The cold start valve, wastegate frequency valve and fuel frequency valve are all powered from
a common 12V rail and actuated by the ECU rounding the other terminal.  The rail has its own
fuse, and I've seen two cases of cars with the fuse (along the side of the fusebox) being put
in the wrong location.

The best diagnostic approach is to use the "output diagnostics" described on Scott Mockry's
site.
