Maybe the goal isn't HP but torque.  

My 1956 Austin-Healey 100 has a 2.6L I-4 engine 
that doesn't rev high, but it does (or would, if it were 
running :-( ) have torque. Given the torque in the TDI 
engines, maybe VW wants to duplicate that with a NA
gasoline (petrol) engine.
