I would say that, yes, you should be able to do them yourself. I
suspect the washer bottle will be more complex because it might be
buried inside the fender, but each step will be "easier" for you. The
brake master cylinder is more exposed and thus shouldn't be as time
consuming, but being a critical safety item might be more stressful on a
less experienced mechanic.
If you do tackle the brake master, make sure all the four of the slave
cylinder (and the proportioning valve if it has one) bleeder screws can
be loosened successfully first. Hmmm, I am presuming you meant the
brake master cylinder and not the clutch master here.
As far as what you could expect to pay to get them done, I supect most
competent shops could quote you fairly readily on the master cylinder.
The washer bottle might throw them a bit, though, since they may not
have done any/many, I don't know if the hours for that would be in the
reference works they use to quote jobs.
