Oops, you're right. The washer pump is wired directly to a switch contact.
Here, by the way, is the *internal* schematic of the underhood fuse box:

The connections in question are at B53C and C53C. This part of the
circuit also trigger the wiper relay and the headlight washer relay.
Sounds like your switch is not working properly - trace it back to make
sure (no "light" at switch connector), and you can try cleaning it with
some contact cleaner. Or replacing it with a used one. Or putting a
big red button on your dashboard...
