Wiper washer not working - where is relay

I tested the pump with an external voltage source and it works fine.  I
hooked a test light up to the pump connector and got nothing. I took the
cover off relay 9 and tested its operation. Relay 9 is labeled on the box
as intermittent wiper. That seems to be its only function since there is
only one set of contacts inside. I assume that relay is activated by the
washer circuit. Does that mean that the washer motor is wired straight to
the switch? Anyone know if the washer pump is solid to the 12V or ground
rail? This is looking like either a busted wire or another hidden relay
somewhere.
