Cold start valve (MAC-12D)

Umm, possibly, I haven't checked one of these in years so my memory might 
be playing tricks on me... have you checked Phil Payne's website? Didn't he 
give the boost levels one was supposed to measure with a 1B engine under 
WOT? 1.4 sounds like limp mode boost levels to me...
