Are you in the USA?
$199 each for lousy stock US DOT lights is a joke. These lights are so bad
that they were called out specifically as crappy in the review Car & Driver
did of the 1991 200q 20v back in 1990(?).
I would (and have 3 times) switched to non-turbo European headlights. You
can get a pair of these for ~$150 and the light output (better optics) is
so much better than the crappy lights your car has now you will wonder how
you ever drove it with the old lights. You have to change to a non-turbo
grill, which can usually be obtained for a reasonable price at an Audi junk

Let me know if you require more information. I actually have an Asian
knock-off set of non-turbo eurolights that I could let go for $125 plus
shipping.
You can get the "correct" turbo version of the euro-lights for ~$300 per
side. These are great too, but I could not see spending ~$600 for the
turbo version when I could get the non-turbo version for ~$150 and swap in
a used grill for $25. Oh, and I had to buy some corner lights, but that was
not too expensive.
You should relay your lights regardless of whether you upgrade to
eurolights (highly recommended) of spend your money to keep the same crappy
US DOT lights. Harnesses can be fabricated or obtained from:
