Well, when I bought it was billed as a "brake spring tool," and 
eventually, years later, I actually used it to to work on some drum 
brakes.  It works amazingly well for its intended purpose.  The amount 
of force it has to apply to stretch springs and hook them over their 
respective levers is why it has such a hefty shank (and, I believe, a 
hardened tip).  But you are, of course, free to call it whatever you 
want and use it for whatever it works well for!
