Making a CQ from...nothing?

With the type 85 (1982-7) Coupe GT, it can and has been done. But it is
a *lot* of work (welding in new floorpan, etc.) Very few of the quttro
version of these seems to have made it to the US.
The type 89 (1991-2) Coupes are *all* quattros, as far as I can tell,
here in the US - they are also 20v 2.3 engines, producing the most power
of any normally aspirated 5 cyl, here in the US, at least.

Right - there were a lot of type 85 coupes made.

OK, when you say "CQ" it confuses us, because that refers typically to
the 91-91 model. I think you mean what tends to be called the
UrQuattro, which is simply known to Audi by the name "Quattro." Those
had 2.1 (and 2.2?) liter engines in the US.
BUT
You mention above making it meet smog and tech rules for "what it is."
To me that turns into a big limitation, especially if the inspectors
know their job.
The *only* "small bodied" coupe (or 4 door, for that matter) Audi in the
US with quattro *and* a turbo engine is the UrQ (well, at least, from
the "old days"). Heck, if you want to race one, do it. Other people's
opinions of what you do with a car you own don't matter!
The Ur-S4 is a fun ride, too - 4 door, but a turbo quattro 5 cyl as well.
If you have to build a car that uses an engine that it could at least
have come with stock, you are very limited I think.

And pass somg and tech inspections? To me that is the big issue.
You could just get a nice 4000 quattro (4 door) and drop in a 10 or 20v
turbo motor and have a mean machine, and you might get it past smog
since they wouldn't realize, but I don't know what sort of rules issues
you'll crash into at your race tech.
Perhaps after you've absorbed some of the various answers to what you've
asked already you'll be able to refine your question, making it easier
to answer...
