Duncan,
This is the reason.  The Bilstein's I installed did have a hole at the
bottom.  I don't know for sure, but someone told me it is a breather hole.
I heard that if you put liquid in the housing it would be sucked up into
the strut and they would act like a solid rod.  I didn't want to test this
so made sure the strut housing was clean and dry.
