Bad rims/tires or suspension components?

I've replaced front ball joints/strut mounts and did a 4 wheel alignment,
had wheels balanced.



Above 55mph I get some slight shake in the car and some more noticeable
vibration/shake in the steering wheel, changes intensity at different speeds
(seems almost gone about 82mph)



Previous owner put some crappy aftermarket "CCD" 5 spoke wheels on it.



What's the problem?  On a hoist examining the suspension everything is tight
and ok
