Bad rims/tires or suspension components?

It sounds like you may have a bad rim (or two) upfront.
Even if a wheel is untrue, it can still be balanced by weights.
If the flat spot or bulge is big enough, it will cause vibration regardless
of whether the wheels are balanced.  Also, the fact that it goes away at
high speeds points to a bad rim.  The wheel is actually rotating so fast
that it is just skipping along the untrue portion; which is obviously
dangerous.

I'd at least swap the front and rear wheels and see what happens.
Any tire shop can tell you if your rims are bent or need repair.
