air metering plate resistance

Today while still trying to track down my warm start problem, I jumpered the
fuel pump with no joy and thought I would try to lift the plate with my 3mm
allen wrench. To my surprise, it was quite stiff. After lifting it the car
tried to start, and several lifts got it running. I still have the fuel
pressure gauge attached & verified that the pressures were spot on.
What else would cause the plate to hang up? When cool with no fuel pressure,
it is quite easy to move.
