Personally, I would _never_ toss anything out of a vehicle, moving or not.
Especially if moving.

I'm sorry if my posts, both serious and light-hearted, on this topic
offended you, Jim,  It's just that I've seen too many accidents from
tailgating to excuse anyone from obeying the law.  Even with good brakes,
dry pavement and an excellent driver.
